The Medical Bureau was formed in 1937 by a group of local physicians who perceived a need in the community for an agency to lend patients money in the form of no-interest loans. Our non-profit agency expanded to include dentists, optometrists, plastic surgeons, veterinarians, nearly every professional organization. The goal was to provide financial assistance to patients and that mission continues today. We are still controlled and owned exclusively by members of these societies serving Western Pennsylvania and surrounding areas.  

Board of Directors

Edwin Fischl M.D. – President
Dr. Fischl was born in Allentown, PA. He attended Muhlenberg College and the University of Pennsylvania Medical School. He graduated with a Medical Degree and a Master’s Degree in Electrical Engineering. Subsequently he obtained an MBA from Waynesburg College. He is a retired colonel in the United States Army previously serving as Command Surgeon of the 99th ARCOM. He practiced surgery for 25 years followed by administrative medical management at Highmark BCBS as medical director for 20 years. He currently serves as a physician advisor to Kansas City BCBS and to AccessDx consulting firm. He has been a member of the Medical Bureau for over thirty years. 


Raymond Lancione D.D.S. – Vice-President
Dr. Lancione is a Pittsburgh native. He earned his Bachelor of Science in Bacteriology from the University of Pittsburgh. He graduated with a Doctor of Dental Surgery degree from the University of Pittsburgh as well. He practiced general dentistry for 60 years until retiring in 2020. He has been a member of the board since October 1989.

Michael J. Gans, D.M.D. – Secretary
Dr. Gans attended Saint Vincent College where he graduated with a Bachelor of Science in Chemistry and earned his Doctor of Dental Medicine Degree from the University of Pittsburgh School of Dental Medicine.  He was a general dentist for the United States Air Force at the McGuire Air Force base in New Jersey prior to opening his private practice in 1995. He is active in the ADA, PDA, and Dental Society of Western PA.

James A. H. Tauberg D.M.D. – Treasurer
Dr. Tauberg is a Board Certified Oral and Maxillofacial Surgeon.
His dental career began in 1982 as a graduate from the University of Pittsburgh School of Dental Medicine. He then continued with a General Dental Practice Residency and Anesthesiology Residency both of one year duration and both at the Montefiore Hospital at the University of Pittsburgh Medical Center. Upon completion, he accepted a three-year residency in Oral and Maxillofacal Surgery in New York City at the New York Hospital – Cornell Medical Center. This was followed by a year of private practice in New York City. He currently practices in Pittsburgh, PA.

Donald A. Stoner, D.M.D., M.A.G.D Board Member
Dr. Stoner attended the University of Pittsburgh School of Liberal Arts and the School of Dental Medicine. He earned his Mastership from the Academy of General Dentistry. He practiced dentistry at the Orlando Naval Hospital and his own private practice in Oakmont, PA. Dr. Stoner is active in multiple domestic dental societies and charitable organizations.

Alan J. Steckel, M.D. 
Board Member

Dr. Steckel was born and raised in Scranton, PA. He attended the University of Pittsburgh for his undergraduate degree in Biochemistry. He graduated from Medical College of Pennsylvania with his Medical Degree. He then returned to Pittsburgh and completed his residency in Internal Medicine at UPMC. He practiced for nearly 40 years in Pittsburgh.

 

Staff

Marissa Crossey Frazier - Executive Director
Marissa is the Executive Director of the Medical Bureau of Pittsburgh. She has been with the organization since May of 2011 and in her current role since April 2020. She is a Pittsburgh native and completed her undergraduate studies at Duquesne University and earned a Master of Science in Instructional Leadership from Robert Morris University. Marissa resides in Moon Township with her husband, son, and dog, Remmy.
